PPM 4 - package detection

Hello,

PPM 4 has this feature:

  >  PPM will pick up and manage packages installed by other 
  >  means (e.g. manually or with the CPAN shell).

I copied the site library over from my old Win XP Pro PC to my new XP Pro PC;  although the 
older PC has perl 5.8.8 and the newer
has 5.8.9, both installations have the same directory tree (c:\opt\perl).

However, 

   ppm list site

Does not find anything on the new PC.  So how does one make use of the feature cited above?
