[Activetcl] Using dom::libxml2 on windows

I have written a set of utilities using the dom::libxml2 package on a 
linux version of ActiveTcl.  Now I have need of those utilities on a 
Windows version of ActiveTcl as well.  I have installed the 8.5.1 
version of ActiveTcl and did a teacup install of dom and dom::libxml2.  
However, this package I believe depends on xml::libxml2 and the libxml2 
libraries which do not seem to be available in the repository.  Is there 
any way to get this package to work without having to build xml::libxml2 
myself? (I can find precompiled binaries for libxml2 but not for 
xml::libxml2).

I tried just using the dom::tcl implementation instead, but it doesn't 
seem to have all of the capabilities that my existing utilities are 
using and I would like to avoid rewriting those utilities if possible.
