I'm not really sure of the point of the JSR for Groovy, unless
there are others that intend to implement the resulting spec.

Jython, like BeanShell seem to be bad choices for the target
of JSRs.  Jython will want to track Python to maximize code
reuse, portability, and interoperability.  BeanShell will want
to track Java for the same reasons.

Without multiple implementations, a JSR seems pointless.
