Programs created by 64-bit PerlApp on 64-bit Windows XP should run exactly
the same on 64-bit Windows 2003; there is no reason to build on the server
version.

There are additional issues running PerlApp executables on Vista and 2008
server (ability to embed a MANIFEST in the generated executable), but these
issues are again independent of the platform used to build the executable.
