Checked in my latest changes for TclXML v3.0; I think things are 
working well
enough for the beta 2 release.  TclXML/libxml2 v3.0 now passes all 
tests using
the xmlTextReader interface(!)

TclDOM/libxml2 has some outstanding failures and there's still work to 
do
on the pure-Tcl implementations, so no final release just yet.
