ActivePython 2.4.2 *is* supposed to install that DLLs. It is a bug if it
is not doing so. My testing has shown that it does do so. I'm not able
to reverify right now, but would be able to do so tomorrow.

With what set of steps did you determine that ActivePython 2.4.2 is not
installing msvcr71.dll?
