YES.

Are you 18 and registered in your state? ;)  Seriously though, I think
the intent is that anyone is allowed to vote, but the weight of the vote
depends on the depth of the review.  As such, if you wish for your
vote to really "count", you might want to say a few things about why
you vote that way.
