I think he meant the word "is" and the comma.

Well, as I recall from grade 3 [mumble] years ago, I was taught that the
comma is optional, but preferred. I don't think anyone is going to argue
strongly either way, and in any case I don't believe it will affect the
legal interpretation of the clause (IANL).
