With the backlog we currently have, the current one-review-a-month, and the
rate of review submissions, we are going to have some reviews pushed into
2005.  I think any wait over four months is unacceptable.  We going to have
to speed up the review schedule, at least until the backlog is cleared.  (We
need at least two reviews a month.  The most we can have is three, unless we
allow overlap and/or shorten the review time.)
