Dabo <http://dabodev.com/> is probably the closest you'll get. I haven't
tried it seriously, mostly because of the poor documentation, but they
had a quite an active and helpful mailing list at the time I looked
into it about half a year ago.
Personally, I prefer plain old PHP. If you know something about HTML
forms, you can churn out a Web interface with it in no time. The
downside is of course the inherent statelessness of the http protocol.
