I'd add plink.exe to the list of DEP exclusions.

Expect is not at fault, the OS is doing this behavior.  The weirdest 
part about this whole thing is the Win32 API call for manipulating 
memory in the child process as it doesn't return an error when DEP is 
enganged.  It returns NO_ERROR, but doesn't do what it was asked.  So 
there is no way to tell if DEP is making Expect not work.
