Looks good.

But why two different namespaces? If you are going to have a namespace
for the system module, then that might as well be the one used for
system-property environment variables.

So I guess the answer must be that you envisage other EXSLT
system-property QName definitions. In which case I think it would be
better to structure the namespace, i.e .../system/environment.
