[exslt] [Announce] Stylus Studio 2007 Release 2 Now Available

ok, I've found that it was reported as a bug
(https://issues.apache.org/jira/browse/XALANJ-2076) in version 2.5.0 and
fixed in 2.7.0.
So, the expected behaviour is to return 1-based month numbers.
