It does, it's called "xdebug_break()".

Hhm, it works fine for me. Can you please check if cookies are
set/removed when using both XDEBUG_SESSION_START and
XDEBUG_SESSION_STOP?

(And I also agree that it's better not to have to modify scripts in
order to debug).
