Should be possible as the Mozilla Help Viewer supports this (called an
Index as opposed to a Table of Contents).

We could do it as a single-level list, or just an alphabetical
re-sorting of the top-level of the TOC.

Agreed. There are a number of things like that, but it might be better
(especially if we are going to have an Index) to group a lot of these
in larger conceptual top level sections (e.g. "Find and Replace"
*within* the "Editing" section).

Would be nice, but that would require digging into the Help Viewer
code.
