missing /modules/perl/mod_perl.config??

I am installing apache-1.3.28 with mod_perl-1.28. I'm getting the following
error. I have made several attempts, but do not know what to do about it.
When I search for mod_perl.config I only find
/root/src/mod_perl-1.28/apaci/mod_perl.config.sh

[root@dslvpn186 mod_perl-1.28]# perl Makefile.PL USE_APACI=1 EVERYTHING=1
SSL_BASE=/usr/local/ssl APACHE_PREFIX=/usr/apache

Will configure via APACI

Configure mod_perl with ../apache_1.3.28/src ? [y] y

Will run tests as User: 'nobody' Group: 'root'

can't open /modules/perl/mod_perl.config No such file or directory at
Makefile.PL line 2318.
