Surely, both of this would be possible, but this would pretty much  
redefine the project from ground up. OpenDarwin's original goal was  
to allow development on Mac OS X's core as a standalone operating  
system, accessible to and including both, Apple internal as well the  
public.

There is no longer a standalone OS and Apple's participation in open  
source projects, e.g. gcc, has gone different paths.

I'm pretty sure I can confirm a "no" here. Most stuff on OpenDarwin  
ist under a GPL or BSD license, so you can make use of it the same  
way you'd do it with other projects under these licenses.
