You'll likely make more friends in the community if you talk about
Macs. That's case-sensitive.

While I can't give a definitive answer here, OpenDarwin as well as
this list is pretty much abandoned and DarwinPorts was moved to
MacPorts, over at MacOSForge: <http://www.macports.org/>
Another system similar to DarwinPorts would be Fink: <http://
fink.sourceforge.net/>
Regarding the "usual rights context" ... Mac OS X creates admin users
by default and admin users are allowed to install software pretty
much everywhere outside of /System without being asked for a
password. To gain root access, they have to type their own password,
only. This isn't specific to DarwinPorts or MacPorts or Fink but
might explain your SysAdmin's statement.
If your SysAdmin cares about what people are allowed to do with the
computer it's quite possible he doesn't allow default privileges.
