Sorry, that is a mistake in the release notes. There is no GUI for PerlMSI.
There is a GUI frontend for PerlApp, PerlCtrl, PerlNET, PerlSvc and PerlTray.
The new VBSPerl and Filter Builder tools also come with a GUI.
