OK, I'm back from travel and can respond here ... 

I tried the MS cleanup utility.  I could find no items in the very long 
list that related to Perl.  So I didn't do anything with that utility.

I am going to try Regclean and see what happens with that.

Grab the Windows installer cleanup utility from M$'s web site.  Install 
and run it first and then try installing your software again.
Also take a peek at the installer logs.
