Try using the full UNC name and path to run the MSI installer.  
 
i.e.
 
\\SomeServer\SomeShare\SomeDirectory\TheActiveStatePerlInstaller.msi
<file:///\\SomeServer\SomeShare\SomeDirectory\TheActiveStatePerlInstaller.ms
i>    instead of:
 
the mapped drive.
 
G:\SomeDirectory\TheActiveStatePerlInstaller.msi
 
This is a Microsoft Error that I discovered on other MSI based installers.

Now that you mention it, I have been unable to install Perl or the PDK from
a network share in the past. 
I have to copy it to a local drive and run it from there. 
I do not know if this is an MSI issue or specific to ActiveState products.

NEW NEWS!  Good news! 
I was looking over the comments from some of the folks on the discussion 
group and tried copying the MSI installer file to my TEMP directory and 
running it from there.  I did this because I know that the directory where 
I had it running from does not have world-read rights. 
I now have Perl installed and the PDK is now installing.
