What OS are you one ?  On XP there is no way to click a PDK balloon.
You either click, double click or right click the icon.  The balloon
appears above and to the right of the cursor unless it's really big.
When you attempt to click the balloon, you're really clicking the
icon as near as I can tell.  Therefore Click should do what you
want.
