Hi,

The fix I committed was to http://pear.php.net/go-pear.phar, which is a
copy of cvs.php.net's pearweb/public_html/go-pear.phar

In my tests it worked, could you try using this file and see what you
get?  The snap should download the latest go-pear.phar, if it isn't then
we need to poke Edin.
