Ok, figured it out... but did so by looking at the PEAR account form's
source code.  

The "intended purpose" required field is the one with this field title:
   "Short summary of package that you have finished and are ready to
propose:"

After spending two days figuring out this form, I'd "propose" that this
field text be changed.  In my case, I don't have a new package to
propose... I just want to help maintain an existing package.  If input
in this field is required for my purpose, I'd suggest labeling the field
differently.  Plus, the error message "Please enter Intended purpose"
doesn't seem to fit that field, especially when that field is preceded
by the "purpose" checkbox field.

I submitted the PHP CVS request this morning.  I tried the PEAR account
request page yesterday, but walked away from it feeling like the form
itself is a trick question.  All the instructions say "you don't need an
account to do" all the things shown in the "purpose of your PEAR
account" list.  If I check ANYTHING on that list, the form fails saying
"The purpose(s) you selected do not require a PEAR account".  If I leave
them all blank (which is what I did to begin with), it still fails, this
time with "Please enter Intended purpose".

DIIdo, DIIdon't... what am I missing?

Please mention Gregs name and the phpDocumentor package in both
requests.
