Did you use this form?
http://pear.php.net/account-request-existingpackage.php

The right way would be choose none of the checkboxes next to "Purpose of
your PEAR account:" and to check the last checkbox.

BTW (to people with pearweb karma): The text "Short summary of package
that you have finished and are ready to propose:" is a little big bogus
for this form. It makes only sense for new packages.
