The core if PEAR is licensed under the same license as PHP.
Most packages are licensed under the PHP license.
Some are licensed under the BSD license or LGPL.
You can find details about each license on the web.
Please also check the documentation.
Basically all of the above licenses mean that you can just PEAR in much
the same way as PHP in terms of licensing.
BSD is a bit less strict while LGPL is a bit more strict when it comes
to distributing modifications.
