I just uploaded this version onto CPAN.
Changes:

- various bug fixes (mostly in docs).
- Added short-cuts to the Tool* methods.
  ex. $tb-> Label(..) calls $tb->ToolLabel(...)
- Added tooltips, via Tk::Balloon.
- Added a new separator method.
- Dragging is now done in "real-time" so you see
  the contents of the ToolBar you are dragging.
- Added a visual indicator when dragging a ToolBar
  that "lights up" a window edge if the ToolBar gets
  close enough.
- Misc other fixes.

Comments are still welcome.
Jack, I haven't forgotten the remainder of your list of features. Just
thought I would upload an interim version before I get to the rest of it
