Thing is, h2xs -X should skip all the XS shi...stuff: always used to.
The POD still says:
-X Omit the XS portion. Used to generate templates for a module which
is not XS-based. "-c" and "-f" are implicitly enabled.

Just one. Sigh.... h2xs looks broken; latest archive::tar is broken;
this is becoming so very troublesome that I'm beginning to look-forward
to Java again....
