I have C:\Perl\site\lib\XML\SAX\ParserDetails.ini which
contains this:

[XML::SAX::Expat]
http://xml.org/sax/features/namespaces = 1
-----------------------------------------------------------

I seem to recall that I had to add the last section manually
after doing the PPM install of XML::SAX::Expat
