The most up to date answers to this frequent question are:

1) XML::Xerces offer some W3C Schema support but you might
   have to suffer some pain getting it installed

2) MSXML works pretty well via Win32::OLE - as long as
   you're running on Windows

3) Work has started on adding W3C schema support to 
   libxml but there is a lot of work to be done and all 
   help is welcome

4) There is a rumour around that Andy Wardley has done
   or plans to do something like an XML::Schema module

Any offers to help move things forward would be appreciated
and this list is an ideal forum for coordinating efforts.
