It could be a good time to turn back to a common place for Perl XML 
modules. Is there any development with perl.org? Frankly speaking, as 
the main idea behind this effort is to put relevant modules to an 
available and accessible place without dependencies on a small number of 
persons, I'm starting to be somewhat skeptical about perl.org.

What about considering a plan B - staying at SF, at least for now. There 
are some relevant benefits of this choice.
- A minimal effort would be required as project already exists, has 
members, admins, etc. We would only need to add new modules and assign 
maintainers.
- SF has already experienced its grow troubles. It can be slow or 
instable sometimes, but the operator tries to face the problems. This 
may not be true for other SF-like sites once they start growing. Then, I 
think there are good chances SF will be still here and supported after 5 
years.
- There will be subversion on SF, sooner or later
