No, it isn't, we are still waiting ...
But if I recall correctly, 
St. Laurent, Simon & Robert Biggar. 1999. "Inside XML DTDs". New York:
McGraw-Hill.
had a chapter on perl and xml as well. But check first if that is true. I
don't know whether that will sanction buying the whole book (well
obviously they wouldn't let you tear out the relevant pages) but most of
it was quite good and not only pertaining to DTDs despite the title.
