	I think I am stuck with this issue. I had a compiled running
version until I ported it over to another machine, upgraded perl and
perlnet components. Building the project again does not seem to help at
all. Copying perlRT.dll from the gac to Perl\bin does not help.

I've tried pasting PerlRT.dll in the target machine's C:\Perl\bin and
the application failed to start. I may be wrong but: the dlls need to be
in the same path as the executable - in any event this is how my
applications are working today.
