The PerlEx 3.0 documentation is part of the ActivePerl docs:

PerlEx 3.0 no longer provides additional performance counters.  Most
of them would no longer be meaningful anyways, as the number of threads
and interpreters in the pool is now fixed and doesn't resize dynamically.

PerlEx 2.x is no longer available for purchase.
