Works just fine here:
# ./sapi/cgi/php -v
PHP 5.2.0RC2-dev (cgi-fcgi) (built: Aug  7 2006 18:10:13) (DEBUG)
# ./sapi/cgi/php -m
[PHP Modules]

Description:
------------
I tried to compile PHP as FastCGI with MySQL support, but PHP would
either compile as FastCGI with no MySQL support or as normal CGI with
MySQL support.

Reproduce code:
---------------
./configure --enable-fastcgi --with-mysql=/usr/local

Expected result:
----------------
PHP should compile with FastCGI and MySQL support.

Actual result:
--------------
PHP would only compile as one of the above.
