Bug description:  strtoupper() doesn't work with danish letters: ï¿½ï¿½ï¿½

Description:

The function strtoupper does not work with the danish letters ï¿½ï¿½ï¿½. Here is
an example:

<?php

echo strtoupper('abcdefghijklmnopqrstuvxyzï¿½ï¿½ï¿½');

?> 

Outputs 'ABCDEFGHIJKLMNOPQRSTUVXYZï¿½ï¿½ï¿½' when it should output
'ABCDEFGHIJKLMNOPQRSTUVXYZï¿½ï¿½ï¿½'.

Reproduce code:

echo strtoupper('abcdefghijklmnopqrstuvxyzï¿½ï¿½ï¿½');

?> 

Expected result:
----------------
ABCDEFGHIJKLMNOPQRSTUVXYZï¿½ï¿½ï¿½

Actual result:
--------------
ABCDEFGHIJKLMNOPQRSTUVXYZï¿½ï¿½ï¿½
