[PHP-WIN] No Syntax Errors In Command Line Mode

I was running 5.2.6 and now am running 5.2.0. When I run a script in command 
line, it works perfectly if there are no syntax errors.

If I have a syntax or any other kind of coding error, I get nothing back. It 
sure slows down programming as I am knew at PHP and do make mistakes.

What might cause this behavior? It seems to work properly through http.
