[OT] Bugzilla won't accept my bug report

Hi,
Trying to submit a bug report to ActiveState via email (which I've
successfully done in the past) but I get the following bounce:

What do I need to do to get this bug report submitted ?

As a guess I sent pretty much what appears above to
postmaster@[...].com, but only got back some reply that my
message awaits approval from the moderator and will be forwarded to the
'Syslogs' mailing list if/when it is approved. Seems a bit odd to me. Was
posting to postmaster@[...].com the correct thing to do ?
