FWIW, a few months ago I cobbled together some code that lets a Python 
extension open a Mozilla chrome window.  I was happy that it worked, but 
I wound up hard-coding a lot.  I don't plan to tackle it again in the 
near future, so if anyone would like to beat the code into some kind of 
shape, you're welcome to it.
