Summary: Lexer for D

Initial Comment:
A lexer for D.  There are also SciTE modification to allow editing D using SciTE.

1. The code is based on version 1.71.  The attached tarball includes only files that have be
en modified.

2. I tested the code to the extent I could, I am also working with the Geany IDE project whe
re it is being tested by the users of the IDE.

3. Note on the license.  I have included a separate license file, LicenseContributor.txt, th
at describes licensing terms for the contributed code.  The intention is to allow other cont
ributors reference this file and thus avoid ambiguity in licensing that exists right now. (B
asically, the original license refers to Neil only which effectivily excludes other contribu
tors. This potentially opens them to the very liabilities listed in the original license unl
ess clearly stated otherwise.)

4. Note on code ownership.  This code is written by me based on LexCPP.  I copied all existi
ng copyrights from LexCPP.cxx and added mine.
