SOAP is big, and the spec is neither comprehensive nor totally precise.
It would be of tremendous value to the community if the BDG profile
properly subsetted (by omission, by clarification, or by any means
necessary :) SOAP so that 80/20 was achieved.

Omitting ID/HREF is a good example of something in the "later" (20%)
area.

Using the URI identified in Sec5 *as is* ensures strict subset behavior
and interoperability with other, more complete, SOAP implementations.
