Yes, this allows for nesting of header entries without having to remove
the SOAP attributes.

PS: Please make sure that *all* issues or problems with the SOAP/1.1
spec are registered in the XML Protocol issues list:

        http://www.w3.org/2000/xp/Group/xmlp-issues
