Summary: Wish console misses first fronting click

Initial Comment:
When the Wish application is started, the Tk toplevel window appears in front of the Console
 window.  It ought to be possible to click anywhere in the visible part of the Console windo
w in order to raise the Console in front of the Tk toplevel.  In fact, the only part of the 
Console window where the click is effective is the title bar.

After the Console has been brought to the front by clicking on the title bar, subsequent cli
cks on any visible part of either of the windows will serve to raise the window correctly.

There was exactly the same problem with the Wish application on MacOS X corrected recently. 
 

(This is reported using Windows XP SP2 and ActiveTcl 8.5.0.0.272633, but I believe it is a l
ong-standing problem.)
