TIP#139: YES

Upon review, it appears that the only serious questions that remain
are the rules of forgetting imports, the rules of imports that override
existing imports, and the rules of resolution.  Since all three issues
exist in pure Tcl irrespective of whether these APIs are exposed, and
since they would require separate TIPs (doubtless for 9.0) to fix them,
I see no reason to object.
