The main purpose was to configure and build on Windows
without requiring CYGWIN, but it should be extensible
to other platforms as well. (I haven't worked on it
for a while, but IIRC there's support for IRIX and
Linux in there as well.)
Drawbacks: requires Yet Another Damn Configuration File.
Benefits: can coexist with autoconf.
