The discussions were mostly off-line between me and Jeff.
The main reason for excluding it is that the API is Not Quite Right yet,
and if it ended up in 8.5 beta the interface would be frozen
in amber for essentially ever.

(AIUI, ttk::dialog was never "officially" included to begin with --
`make install` explicitly excluded the dialog manpage -- and Jeff
tells me he didn't intend for ttk::dialog to be part of the core.)

The intention is to distribute ttk::dialog as a separate package
(along with a few other all-Tcl utilities) with an independent
release cycle.  I haven't set this up yet, but it should be
available shortly.  (Sorry about that -- I should have done that
first.)
