I don't recall exact dates on the matter, but years ago reports were
not transferable from one Tracker to the other.  That would explain
the practice, at least far enough in the past. [*]

Now that reports can move, it's better to move them.

Best I recall, starting in the Tcl Bug Tracker
http://sourceforge.net/tracker/?group_id=10894&atid=110894
and entering a search term in the entry in the upper right
will search all Tcl Trackers, Bugs, Patches, and FRs.

[*] Going way way back of course, some may recall the days when one
could not attach a file to a Bug report.  Thus, most Bug reports matched
up with some corresponding Patches report where the patch would be
contributed.
