As mentioned in the draft release notes, I intend for the 8.4.19 releases
of Tcl and Tk to be the final 8.4.* releases.

Keeping up our practice of two-branch development, we now have the HEAD
branch hosting development toward Tcl/Tk 8.6 and the core-8-5-branch
hosting development that spawns patch releases of Tcl/Tk 8.5.  Any bug
fixes that are relevant to bugs in both branches should be committed to
both branches.

Bug fixes should not be committed to core-8-4-branch following the
8.4.19 releases, unless the bug getting fixed is so important or severe
that you intend to call for an 8.4.20 release to get the bug fix
distributed.

I request that maintainers take a moment to look over their assigned
Tracker reports, and for those that are relevant only to 8.4 (or earlier)
please go ahead and mark them "Pending" and either "Won't Fix" or
"Out of Date" as appropriate.
