I'd like to suggest one other feature for package resolution:
case insensitive naming. 

Currently we have Iwidgets and BWidget, Img and img::jpeg and jpeg,
Tktable and tkpiechart and TkMagick, des and tclDES, SOAP and http,
and so on.

Case sensitivily is a nightmare which doesn't benefit anyone.
