My initial sense is that's more a matter of how the [package] command
and various [package unknown] routines behave, and less directly relevant
to the already big picture of install conventions. I'd at least tentatively
like to consider it "out of scope" in this discussion, unless further
development of the plan shows it to be an important step.

...and yet a whole world of package authors still will not adopt the
obvious solution of naming their packages with exclusively lowercase
characters. Go figure.
